The Twenty-Seven failed on Monday to confirm an agreement in principle that would have lifted European sanctions against Russian oligarchs Alisher Usmanov and Mikhail Fridman. Discussions between member states are due to continue on Tuesday morning.
EU foreign policy chief Kaja Kallas has insisted that the European Union maintain its sanctions policy against Russian figures targeted since Russia's invasion of Ukraine. Her position illustrates the persistent differences between member countries on how to deal with individual sanctions cases, even when an agreement in principle seems to have been reached at the technical level.
Alisher Usmanov and Mikhail Fridman are among the Russian businessmen targeted by several packages of European sanctions adopted since 2022, sanctions that include asset freezes and travel bans within the EU.
Monday's deadlock shows that the issue of the lifting, even partial, of these sanctions remains a sensitive issue within the Union, with some states pleading for a relaxation while others, like Kaja Kallas, call for firmness.
No new date has been announced for a final decision, with discussions due to resume on Tuesday morning between the representatives of the Twenty-Seven.
