Pakistan's HEC Warns Students Over Unrecognised Foreign Degree Programs

The Higher Education Commission (HEC) of Pakistan has issued a public alert warning students to exercise caution when enrolling in foreign degree programs offered locally in partnership with Pakistani institutions, the Associated Press of Pakistan reported.

According to the HEC, its Transnational Education (TNE) Policy stipulates that a foreign university may offer degrees in Pakistan only through a recognised local partnership arrangement that meets the commission's regulatory requirements. The alert appears aimed at protecting students from enrolling in programs that do not carry proper accreditation or recognition, which could leave their qualifications invalid domestically.

The commission's notice comes amid a broader push by regulatory bodies in Pakistan to formalise oversight of transnational education arrangements, as increasing numbers of students seek degrees from foreign institutions without studying abroad. Programs delivered through informal or unapproved partnerships can leave students with credentials that are not recognised for employment or further study purposes within Pakistan.

HEC has called on prospective students and their families to verify the accreditation status of any foreign degree program before enrolling, and to confirm that the local partner institution has been formally approved under the TNE Policy framework. The commission did not name specific institutions or programs found to be in violation as part of this alert.

The move reflects ongoing efforts by Pakistani education authorities to tighten regulation of the transnational education sector and reduce the risk of students investing time and money in unrecognised qualifications.
