According to RFI, French President Emmanuel Macron has warned of intensifying Russian hybrid threats, as France has held for the past month a newly created "national security alert state" mechanism.

RFI reports the mechanism, created this summer but never activated, is designed to allow the state to act in the face of a "serious and current threat" before resorting to emergency legal regimes.
