Oleshky lies in territory that has been under Russian control since the early stages of Moscow's invasion of Ukraine, and access for independent monitors and international aid organizations to occupied areas of the region has remained limited throughout the war.

The report did not specify the current population of Oleshky or provide a timeline for when, or whether, an evacuation corridor might be agreed. Negotiations between Kyiv and Moscow over civilian corridors elsewhere in Ukraine have also faced repeated delays.
