Zelenskyy imposes sanctions on 44 people over Russian Duma elections

Ukrainian President Volodymyr Zelenskyy has enacted sanctions against 44 individuals over their involvement in Russia's State Duma elections, which included voting organized in Russian-controlled areas of Ukraine.

Targeting election organizers

The sanctions target individuals Kyiv says played a role in organizing or conducting the Duma elections in territories under Russian occupation, a process Ukraine and much of the international community consider illegitimate under international law, given that the areas in question remain internationally recognized as Ukrainian territory.

Ukraine has regularly imposed sanctions on individuals associated with Russian governance structures established in occupied areas, including officials involved in organizing votes, administering occupation authorities or otherwise supporting Russia's efforts to integrate the territories politically and administratively.

Part of a broader sanctions strategy

The latest measures add to a long list of Ukrainian sanctions targeting Russian officials, proxies and others linked to the occupation and administration of Ukrainian territory since Russia's full-scale invasion began in February 2022. Ukrainian officials frame such sanctions as both a punitive and symbolic tool, aimed at isolating those involved in the occupation while reinforcing Kyiv's position that any elections or governance structures established in the occupied areas lack legal standing.

The move comes as Ukraine continues to press allies for further coordinated sanctions against Russia and individuals tied to the war, part of a broader diplomatic and economic pressure campaign that has continued alongside the conflict on the battlefield.
