Zelensky Says Ukraine Ready for Energy Ceasefire if Russia Reciprocates

Ukrainian President Volodymyr Zelensky said Ukraine is ready to halt strikes on Russian energy infrastructure if Russia agrees to do the same, speaking to journalists on the sidelines of the UN General Assembly in New York.

Zelensky framed the proposal as part of a broader hope to end the war before winter sets in, a period when disruptions to energy infrastructure carry heightened humanitarian stakes for civilian populations on both sides of the front.

A conditional offer

The offer is explicitly conditional: Ukraine's willingness to stop striking Russian energy facilities is tied directly to Moscow taking reciprocal action against Ukrainian infrastructure. Energy infrastructure, including power plants and grid facilities, has been a recurring target for both sides during the war, with attacks often timed to coincide with the onset of colder weather when the humanitarian impact is greatest.

Zelensky's comments came during the UN's high-level week, when he held a series of meetings with international counterparts, including discussions with US President Donald Trump, as part of ongoing diplomatic efforts to find a path toward ending the conflict.

Previous attempts at limited ceasefires focused specifically on energy infrastructure have been proposed at various points during the war, though sustaining such arrangements has proven difficult given the broader lack of trust between the two sides and continued fighting along other parts of the front.

It was not immediately clear whether Russia had responded to the proposal or whether any formal negotiations toward such an arrangement were underway.
