Ukraine's Foreign Minister Accuses Russia of New Tactics to Terrorize Civilians via Data Center Strikes

Ukrainian Foreign Minister Andrii Sybiha has accused Russia of deliberately targeting civilian infrastructure that provides Ukrainians with access to information, describing recent strikes on data centers as a new method of terrorizing the civilian population.

Sybiha said such attacks are aimed at critical infrastructure that underpins civilians' ability to access vital information, rather than at military targets, and framed the strikes as part of a broader pattern of Russian attacks on non-military infrastructure during the war.

Ukrainian officials have repeatedly said that strikes on energy, communications and data infrastructure are intended to degrade morale and daily life for the civilian population, in addition to any military effect. Russia has consistently said it targets infrastructure it considers linked to Ukraine's military effort.

The statement comes amid continued Russian strikes across Ukraine targeting a range of infrastructure sites, which Kyiv says are increasingly aimed at civilian-facing systems rather than purely military assets.

Ukraine has called on international partners for further support in defending its infrastructure, including air defense systems, as the conflict continues.
