Scotland, Wales and Northern Ireland leaders call for Westminster to facilitate constitutional change

Rhun ap Iorwerth of Plaid Cymru, John Swinney of the Scottish National Party and Sinn Féin vice-president Michelle O'Neill signed a memorandum in Cardiff calling on Westminster to "prepare, plan and facilitate constitutional change" in their three nations. The agreement marks the first time centre-left nationalist parties aspiring to leave the UK are simultaneously in government across Scotland, Wales and Northern Ireland since May 2026.

The signatories affirmed their countries' right to seek independence from the UK. Sinn Féin leader Mary Lou McDonald, who leads the opposition in Ireland, also signed the document, which represents a coordinated push for greater devolved powers and constitutional recognition.
