Russian authorities have designated film director Andrey Zvyagintsev a “foreign agent,” according to a report by Al Jazeera published on September 18.

Zvyagintsev, an internationally recognized Russian filmmaker, won the Grand Prix award at the Cannes Film Festival in 2026, Al Jazeera reported.

The outlet noted that Zvyagintsev has been critical of Russia’s war in Ukraine, a stance that has placed him among a number of prominent cultural figures targeted under Russia’s “foreign agent” law in recent years.

Russia’s foreign agent legislation, first introduced in 2012 and significantly expanded since, allows authorities to label individuals and organizations as foreign agents if they are deemed to receive foreign support or to be under foreign influence. Those designated face additional bureaucratic requirements and restrictions, and the label is widely viewed by rights groups as a tool used to stigmatize and pressure critics of the Kremlin.

Al Jazeera’s report did not include further details on the specific grounds cited by Russian authorities for the designation of Zvyagintsev, nor any response from the director himself at the time of publication.

Zvyagintsev is known internationally for films including “Leviathan” and “Loveless,” both of which received acclaim at major film festivals and drew attention for their critical portrayals of Russian society and institutions.
