Report Highlights Regional Gap in Job Opportunities for Young People in Britain
An index from the Institute for Public Policy Research finds young jobseekers in deprived British towns face far fewer vacancies than those in affluent areas, according to a Guardian editorial.
Young people in Britain's poorer towns face significantly fewer job opportunities than their peers in wealthier areas, according to an index published by the Institute for Public Policy Research (IPPR), as cited in a Guardian editorial.
The IPPR index ranked British towns by the availability of jobs suitable for young people. According to the editorial, Rotherham has one suitable vacancy for every 22 young adults, while the Cotswolds has one for every four.
The editorial states that affluent towns in southern England account for nine in ten of the areas with the highest numbers of vacancies. By contrast, it says areas such as Inverclyde and East Renfrewshire rank near the bottom, regions where young people might once have followed their parents into manufacturing and industrial jobs before deindustrialisation reduced such employment.
The editorial references an interim report by Alan Milburn earlier this year on Neets — young people not in education, employment or training. According to the editorial, Milburn's report described as "myths," and "sometimes cruel ones," the notion that Neets are not trying hard enough to find work or do not want jobs. The report reportedly found that 84% of Neets say they want to work, but that their prospects are limited by where they live.
The Guardian editorial characterizes the IPPR index as part of a broader pattern of disadvantage in Britain associated with youth unemployment, alongside issues such as poor mental health and school drop-out rates among young people in deprived areas.
The editorial argues that addressing the disparity will require targeted support for affected regions as well as a broader industrial strategy, though it does not specify what particular measures might be introduced by policymakers.
