EU foreign policy chief Kaja Kallas said Russia's legislative elections represented only a "veneer of democracy," according to Le Monde.
President Vladimir Putin's party, United Russia, won a record number of seats in the Duma, at least 355 of 450, according to preliminary results cited by the newspaper.
