Ireland's prime minister, Micheál Martin, has said the international community has failed Palestine, pointing to the continued expansion of Israeli settlements in the occupied West Bank as evidence of what he called a deliberate effort to undermine prospects for a two-state solution.

Martin described the settlement expansion as a “deliberate attempt” to make a two-state solution “impossible,” according to his remarks. His comments add to a series of statements from Irish officials in recent years expressing strong criticism of Israeli settlement policy in the occupied territories.

Ireland has been among the more vocal European Union member states in calling for stronger international action in response to settlement expansion and the wider situation in the Palestinian territories, having previously taken steps, including recognizing a Palestinian state, that set it apart from some other European governments on the issue.

Martin's remarks come amid continued international debate over the viability of a two-state solution, with critics of Israeli policy arguing that continued settlement construction is steadily eroding the territorial basis for a future Palestinian state. Israeli officials have historically rejected characterizations of settlement activity as an obstacle to peace, arguing that security and historical claims justify their policies in the West Bank.

The Irish leader's comments are likely to draw continued attention to Dublin's position within the European Union, where member states remain divided over how forcefully to respond to Israeli settlement policy and the broader question of Palestinian statehood.
