The man, identified by relatives and his lawyer as 28-year-old Wilber Rafael Garcés Pérez, was shot once in the torso and taken to a hospital in serious but stable condition before being taken into custody, Austin police chief Lisa Davis said at a news conference, the Guardian reported.
