Former BBC Editor Urges Transparency in Charter Renewal Talks

Phil Harding, a former controller of BBC editorial policy, says decisions on the corporation's future and funding should not be made in secret Whitehall negotiations

A former senior BBC figure has called for the process of renewing the corporation's royal charter to be conducted openly, rather than through what he described as secretive negotiations within government.

In a letter published by The Guardian, Phil Harding, a former editor of the Today programme and former controller of BBC editorial policy, said the future of the BBC and its funding was too significant an issue to be settled "behind the closed doors of Whitehall."

Harding's letter was written in response to a Guardian report published on 10 September that examined the process determining the BBC's future, which the newspaper described as secretive.

Harding argued that despite substantial changes in communications technology, some of the fundamental questions facing the BBC remain familiar. He pointed to the long-standing debate over the extent to which the BBC should pursue high viewing figures versus focusing solely on programming of cultural distinction.

According to Harding, this tension was captured by the BBC's former director of programmes, Huw Wheldon, who said it was the corporation's task "to make the popular good and make the good popular." Harding said this principle remains relevant today.

The BBC operates under a royal charter that sets out its mission, public purposes and governance arrangements, and which is periodically renewed by the government. The current charter renewal process has drawn scrutiny over how decisions about the broadcaster's future are being reached.
