An indictment unsealed Tuesday in Manhattan federal court alleges that a network of Russian intelligence services paid and attempted to pay individuals in the United States and other countries to surveil targets and carry out targeted killings, according to the FBI.
Five people remain at large in connection with the alleged plot, which federal authorities announced as charges were filed against them.
