Egypt has described Ethiopia's Grand Renaissance Dam as "illegitimate" and reserved the right to take action to protect its water security, according to Anadolu Agency.
The country's irrigation minister said Cairo reserves the right to take any measures permitted under international law, the agency reported.
The minister also called for a binding agreement governing the dam's operation, according to Anadolu Agency.
