Belgian Defense Chief Warns of 'Dark Winter' for Europe Over Russian Hybrid Threats

Belgium's defense minister, Theo Francken, has warned that Europe faces a "dark winter" ahead, citing what he described as escalating Russian hybrid threats, according to Anadolu Agency.

Francken called for European nations to accelerate investment in stronger air defense systems and to speed up military production, arguing that the continent's current pace of rearmament may not be sufficient to counter the range of threats it faces, including drone incursions, sabotage and cyber activity attributed to Russia.

The term "hybrid threats" has become increasingly common in European security discourse, referring to activities that fall short of open military conflict but are seen as destabilizing, including disinformation campaigns, infrastructure sabotage and unexplained drone sightings near sensitive sites and airports across several European countries.

Francken's comments align with warnings from other European defense officials in recent months who have urged faster action on air defense procurement and munitions production, arguing that European militaries have been slow to rebuild capabilities that were significantly reduced after the Cold War.

Russia has consistently denied involvement in the incidents that European officials have characterized as hybrid attacks. Francken did not specify additional measures beyond the general call for stronger air defenses and faster production timelines.
